Many places which suffer from a shortage of fresh water have large amounts of water in close proximity (e.g., Southern California has the Pacific Ocean). The problem then is not a water shortage, but not having fresh water where it is needed at altitude.
Any solution must involve not only creating fresh water from the salt water, but also delivering it at altitude. |
